Job Title: Program Director
Reports To: Executive Director
Number of Direct Subordinates: Seven (7)
Grade: Grade 1
Location: Takoma Park, MD (six miles from Washington, DC)
 
Purpose of the Job
 
With policy guidance from the SAC Executive Director, the Program Director shall have overall responsibility for the execution of the Global Landmine Survey program. The Program Director shall have authority, within the policies set by SAC, to manage the program.

Main Tasks Related to the Job as follows:

I. Primary Tasks

A. Program

1. Responsible for planning, execution and implementation of the program,
2. In collaboration with the SAC Executive Director, coordinate with external partners to develop working arrangements, agreements and implementing mechanisms needed to execute the country surveys,
3. Ensure that Country Survey teams meet Survey Working Group protocols and all UN and SAC standards, performance objectives and timelines,
4. Monitor the activities and performance of Country Survey teams, ensuring that all information provided by the teams is complete and accurate,
5. Ensure that all project personnel receive adequate training sufficient to allow them to fully contribute to organizational objectives,
6. Carry out field visits as required to monitor program progress,

B. Personnel

7. Recruit and hire, in consultation with the SAC Executive Director, necessary international staff as provided for in the program document,
8. Supervise the SAC survey senior staff,
9. Conduct annual performance reviews of SAC staff under his/her supervision and make recommendations to the Executive Director for personnel actions,
10. Foster a positive work environment that allows employees to contribute to organizational efforts in a climate of mutual respect and trust,

C. Administration

11. Serve on the senior management team of the Executive Director, Chief Administration Officer and the Program Director,
12. Establish and enforce sound management practices and reporting procedures for both SAC headquarters and Field offices,
13. Provide briefings and progress reports to donors and external partners as required, and

II. Secondary Duties

14. Carry out any other tasks as may be required by the SAC Executive Director.

Skills/ Experience

The incumbent will have exceptionally strong management skills that have been tested in both a headquarters and field environment. The incumbent will be willing and able to travel extensively to countries being surveyed and have practical and extensive experience in project management. An understanding of the issues pertaining to development, post conflict rehabilitation and humanitarian relief will be a strong asset. Direct experience in mine action is a plus but not required.

The incumbent should be a self-starter and leader. Excellent program management, finance, communications and negotiations, networking, information management and strong inter-personal skills are essential.
